The hospital owners had concerns about meeting the Substantial Completion date, and tasked that date as the primary goal of the commissioning team. The Commissioning Authority performed a Risk Analysis, and then led a collaborative approach with the design and construction teams, including incorporating a last minute smoke control system into the construction schedule. The hospital opened on time, with all systems commissioned on time.
